中国国际人才交流与开发研究会

    中国国际人才交流与开发研究会（以下简称“研究会”）于1989年12月在北京成立，它是我国从事国际人才交流与开发的理论研究工作者、实际工作者和热心参与者的全国联合的民间团体。其宗旨是通过对国际人才交流与开发的研究和探讨，开展各种形式的国际间人才交流活动，促进我国与世界各国间的友好交往，为全面建设小康社会，加快推进社会主义现代化，开创中国特色社会主义事业和我国市场经济的健全发展而服务。
    研究会的名誉会长是原国务委员、中国国际人才交流协会主席、德高望重的张劲夫先生，其他领导成员均是国内外知名人士和社会贤达。
研究会的主管部门是国家外国专家局，在国家民政部登记注册，接受业务主管单位和社团登记管理机关的业务指导和监督管理。

研究会的主要业务：
    1、开展对国际人才的交流、开发与研究（包括对海内外人力资源的研究、开发、跟踪），组织相关的人才交流活动和各类考察活动。
    2、对我国的引进国外智力工作进行调研、跟踪，提出建议及对策，承担有关部门交给的研究课题，并提供咨询服务。编辑、出版有关国际人才交流与开发的书刊，传播引进国外智力的成果及先进经验，宣传、普及国际人才交流的理论知识。
    3、联络海内外从事人力资源开发与交流的友好团体和人士，开展国际人才交流和考察活动。
    4、培训会员及从事国际人才交流与开发工作的专门人才和各级管理人员；组织各种研讨会、论坛和展览，并选派有关人员出国培训、交流与考察。
    5、及时取得上级主管部门和有关政府部门的支持和帮助，承担并完成其委托的任务。
    6、积极筹集中国国际人才交流与开发研究基金。
    7、向有关部门反映本会会员的意见，维护会员的合法权益。

China Society for Research on International Exchange and Personnel Development

Established in December 1989 in Beijing, the China Society for Research on International Exchange and Personnel Development  (hereafter referred to as “the Society”) is a non-governmental organization consisting of researchers, practitioners and enthusiasts in the sector of international exchange and development of personnel. Its goals are to promote  exchange research and development of the introduction of foreign expertise to China, contribute to the building of a prosperous society in every way,    accelerate socialist modernization ,and work hard to create a new situation in building socialism with Chinese characteristics.

The Honorary Chairman of the Society is Mr. Zhang Jinfu, a former member of the State Council and Chairman of the China Association for International Exchange of Personnel (CAIEP). Other leading members of the Society are all celebrities from home and abroad.

Registered in the Ministry of Civil Affairs, the Society has guidance, supervision, and administration of the State Administration of Foreign Experts Affairs.

The main functions of the Society :

1.Conduct exchange, development, and research on international expertise and organize related exchange programs and investigative activities.
2.Conduct surveys and follow-up work for the introduction of foreign intellectual resources make suggestions, and provide consultation services;  compile and publish books and magazines concerning international exchange and development of personnel, and popularize the achievements made by the introduction of foreign expertise.
3.Establish cooperative relations with domestic and overseas organizations and individuals engaged in the exchange and development of human resources and related activities.
4.Conduct training for Society members, professionals, and managers in the field of personnel exchange and development; organize related seminars and exhibitions; select and send professionals abroad for training, exchange, and research.
5.Obtain timely assistance from the governing department and fulfill its assigned tasks .
6.Actively raise fund for research on international exchange and development of personnel.
7.Transmit the voices of the Society’s members to related departments and protect the legal rights of the Society’s members.
